IEM Team to Develop Catastrophic Hurricane Disaster Plan for New Orleans & Southeast Louisiana June 3, 2004

IEM, Inc., the Baton Rouge-based emergency management and homeland security consultant, will lead the development of a catastrophic hurricane disaster plan for Southeast Louisiana and the City of New Orleans under a more than half a million dollar contract with the U.S. Department of Homeland Security/Federal Emergency Management Agency (FEMA).

In making the announcement today on behalf of teaming partners Dewberry, URS Corporation and James Lee Witt Associates, IEM Director of Homeland Security Wayne Thomas explained that the development of a base catastrophic hurricane disaster plan has urgency due to the recent start of the annual hurricane season which runs through November. National weather experts are predicting an above normal Atlantic hurricane season with six to eight hurricanes, of which three could be categorized as major.

The IEM team will complete a functional exercise on a catastrophic hurricane strike in Southeast Louisiana and use results to develop a response and recovery plan. A catastrophic event is one that can overwhelm State, local and private capabilities so quickly that communities could be devastated without Federal assistance and multi-agency planning and preparedness.

Thomas said that the greater New Orleans area is one of the nation’s most vulnerable locations for hurricane landfall.

“Given this area’s vulnerability, unique geographic location and elevation, and troubled escape routes, a plan that facilitates a rapid and effective hurricane response and recovery is critical,” he said. “The IEM team’s approach to catastrophic planning meets the challenges associated with integrating multi-jurisdictional needs and capabilities into an effective plan for addressing catastrophic hurricane strikes, as well as man-made catastrophic events.”

IEM President and CEO Madhu Beriwal is the recipient of a s pecial merit award from the Louisiana Emergency Preparedness Association ( LEPA ) for her work in New Orleans hurricane emergency preparedness.

Okay, you all can call me stupid, but I have to ask: wouldn't Witt coming down to "oversee" this catastrophy be a conflict of interest?

I mean, it's his plan that has failed.

Why not? I saw Algore down there today. Why not just set up a campaign office for RATS in N.O. while they have their VOTERS & "VICTIMS" in one location?!!!

KING: You're going to be in Houston I know on Monday and then you head to Asia and former President Bush will be with us on Monday night. What do you make of this whole occurrence? Could this have -- the levees, could something have been done? What's your read on this, Mr. President?

CLINTON: Well, I do believe we have to -- we probably have to wait a little bit for the emergency to die down and for us to deal with it before we know that. I know that in 1995, some people drowned and I know that we started a levee improvement program but whether they would ever have been able to sustain water at this level of power I don't know.

I heard the man from the Corps of Engineers, the officer saying he didn't believe they'd ever been designed to withstand this, so I can't say but I think the erosion of the wetlands played a role, lots of issues. But right now we need to get everybody to safety, get them food, get them water, get them decent shelter and start thinking about the future. That's what I'm working on. I know it's what Governor Blanco is working on.

Yes.... I'm wondering about that too. Who is pulling her strings -- or should I say where did she come from and how did she get elected? It appeared to me that Mary Landrieu is calling the shots for the State; which suprises me that if the Gov is incompetent why didn't the Lt. Gov. Landrieu step in and call the shots instead of State Senatory Landrieu?

Mary Landrieu was banging the pot for money before the hurricane even hit. They're going to attach themselves directly to the money spigot like a bunch of ticks while Blanco takes the fall. Blanco should have stuck to teaching high school.

I was wondering why all of the stronger than normal hatred of GW was coming out of this mess.

It is simple, all real investigative trails will lead back to rats like the mayor of N O's and the worthless La Governess. Then, the money trails will lead back to the Clintoon Perfumed Princes like Witt, Clark, and fill in the blanks ______________.

These Clintoonian Perfumed Princes are up to their keisters in their worthless plans in case of disasters.

Watch Witt and his MSM buddies try to put a lot of blame on Homeland Security because they have probably defrauded Homeland Security Grants and money aids to develop realistic evacuation plans in case of a man caused disaster as well as a nature caused one.
