i sure am glad that she did stress that BUSH called for the evacuation....this may spell the end to her political career as she failed to act and that the president had to go over her head to do the right thing

Excellent summary. This needs to be hammered home. Since the MSM will never admit that local authorities were at fault, it needs to be passed on all over the internet, emailed to friends, and explained by word of mouth.

The MSM have never been more corrupt and ignorant than they have shown themselves to be in this emergency.

CIVIL DISTRICT COURT FOR THE PARISH OF ORLEANS

STATE OF LOUISIANA

CITY OF NEW ORLEANS

PROMULGATION OF EMERGENCY ORDERS

WHEREAS, the National Weather Service has indicated that Hurricane Katrina will likely affect the Louisiana coast with hurricane force winds and heavy rainfall by this evening;

WHEREAS, because of anticipated high lake and marsh tides due to the tidal surge, combined with the possibility of intense thunderstorms, hurricane force winds, and widespread severe flooding, Governor Kathleen Blanco and I, New Orleans Mayor C. Ray Nagin, have each declared a State of Emergency;

NOW, THEREFORE, I, as the Mayor of the City of New Orleans, pursuant to the authority granted by La. Rev. Stat. 29:727, do hereby promulgate and issue the following orders, which shall be effective immediately and which shall remain in effect until the earlier of five days following the date of this issuance or the declaration by the Governor that the State of Emergency no longer exists:

1. A mandatory evacuation order is hereby called for all of the Parish of Orleans, with only the following exceptions: essential personnel of the United States of America, State of Louisiana and City of New Orleans; essential personnel of regulated utilities and mass transportation services; essential personnel of hospitals and their patients; essential personnel of the media; essential personnel of the Orleans Parish Criminal Sheriffs Office and its inmates and essential personnel of operating hotels and their patrons. Unless covered by one of the aforementioned exceptions, every person is hereby ordered to immediately evacuate the City of New Orleans or, if no other alternative is available, to immediately move to one of the facilities within the City that will be designated as refuges of last resort.

2. In order to effectuate the mandatory evacuation, at the direction of the Mayor, the Chief Administrative Officer, the Director of Homeland Security for the City of New Orleans or any member of the New Orleans Police Department, the City may commandeer any private property, including, but not limited to, buildings that may be designated as refuges of last resort and vehicles that may be used to transport people out the area.

The City Attorney is directed to file this declaration promptly in the office of the Clerk of Court and with the Secretary of State.



Note part 2, "In order to effectuate the mandatory evacuation, at the direction of the Mayor, the Chief Administrative Officer, the Director of Homeland Security for the City of New Orleans or any member of the New Orleans Police Department, the City may commandeer any private property, including, but not limited to, buildings that may be designated as refuges of last resort and vehicles that may be used to transport people out the area."

This does not blame BUSH, expect the MSM to ignore all this information, based on law, to be ignored.Well except for Senator Spector who will probably quote some obscure Scottish law to protect Nagin and Blanco. Hey, you don't suppose some lawsuits will come out of this against Blanco, Nagin, Parrish presidents and the like do you?

What a wonderful thing INTERNET. Looks like if these are the 'FACTS', we have some work to do to make sure this doesn't happen again, and we don't blame Presidents, just because the Main Stream Media has baited the event to pin blame on someone they don't like. Now, let's have a few routine evacuation tests scheduled for coastal cities, and those that want to live close to seawalls, sunken swamps and swollen rivers, count the cost... Thanks for this post. I am sure the Governor and the Mayor both in hind sight, would have done a thousand things different. No one actually knew. Good things can come about because of all of this.

Yeah,

I don't start threads very often. This one took me quite a bit of time, I could have added quite a bit more, but I wanted to concentrate on what has not been addressed yet, and this topic is it for me at least.

I offer these thoughts:

1) Assigning blame publicly is counterproductive to the recovery of the area.
2) If this was offered to defend the government you're preaching to the choir.
3) If this was offered to defend a politically partisan government administration (Republican) your efforts would be better spent to identify, encourage and support qualified, conservative minded, citizens to run for public office, especially in Louisiana.

Excellant and precise summary, yet state and local officials and MEDIA refuse to acknowledge local and state's failure to take all precautions to protect it's citizens.

"Most people were asleep" Don't they have emergency sirens to alert people, time to get up and get moving. We hear these test sirens on television once a month to remind people. Yet so quick to blame the federal government.

This should to be given to congress, when they start demanding hearings as to why the feds didn't respond. I'm sure the quiet ones (hillary,kerry,and all the others including jackson's son) will be throwing lethal darts next week. Thank you for the post

Thanks for posting this. Now it will not be revised or deleted by someone in N O's or La.. Travis Mcgee on an earlier reply on another thread has provided the coffin for the mayor and other in N O's who try to blame our president.

I hope that sooner or later the MSM discovers that New Orleans did have a written emergency plan to cover the evacuation of the poor, but that the idiot mayor of New Orleans ignored it, and allowed the evacuation buses to be ruined by the flood, forgotten.

The city leaders had at least two full days to use these hundreds of buses to evac the poor, exactly as their own emergency management plan called for.

Here's the southeast Louisiana evac plan supplement, most recently revised in 2000. Go to page 13, read paragraph 5. It states:

5. The primary means of hurricane evacuation will be personal vehicles. School and municipal buses, government-owned vehicles and vehicles provided by volunteer agencies may be used to provide transportation for individuals who lack transportation and require assistance in evacuating.

Note that the Superdome was established as a Last-Ditch Refuge, not a shelter. This means it was designed to handle last minute walk-ins and those who couldn't evacuate and that those people were to be evacuated from the last-ditch refuge to a shelter once the hurricane passed. By their definition a last-ditch refuge only has supplies to last through the hurricane.

If they were expecting a Cat 5 that would flood the entire city, what was their plan to evacuate people from the Last-ditch refuge into a shelter? How - by boat? What shelter? What was their plan to shelter thousands of people for months?

The mayor and governor apparently did not authorize any particular people (such as bus drivers) to commandeer city or school property (such as buses) to effect the evacuation of the car-less, poor, and infirm. He instead specifically excluded "personnel of regulated utilities and mass transportation services" (presumably including bus drivers) from the evacuation order, implying that they must remain IN the doomed city rather than helping others to leave.

The Dome was to be a staging Area, only for those who could not be evacuated.

From the beginning, they treated it as a shelter. And only 200 Guard Troops.

Excellent research. The biggest single reason evacuation plans were not undertaken is that after the Ivan false alarm last year, the LA politicians took a lot of heat and they didn't want to repeat that situation.

IOW, for fear of political reprisal, there was a lack of decisive leadership in a crisis situation.

The conservative radio talk show folks will come back online in full force on Tuesday and that will provide a counter current to the MSM, who've had several days of propoganda dessimination unchallenged. Rush, Hannity and others will turn the tide and set the facts straight.

Wouldn't FEMA have been responsible for sending help to the most devastated regions? And on Monday and early Tuesday those would heve been the gulf coast of Miss, particularly Gulfport and Biloxi. When you see an aerial view of NOLA the homes are under water, but they are still erect. An aerial view of the Miss gulf shows devastation like that of Andrew in Miami in 92. That's where Katrina hit and that's where the immediate need was. I saw on CNN in the late afternoon of Tuesday that the levees had failed. That made the situation completely different. Kind of like an army defending an attack from one direction only to be attacked on its flank. It would take time and organization to move divisions to counter a new threat. the same would apply to disaster relief.
