Rumors of rapes, robberies and other crimes spiking with the influx of New Orleans hurricane evacuees have incited a run on guns at stores across Cajun Country.

I could be rumors, but I suspect that a crime wave will follow the evacuees' wave.

Or Switzerland. Perhaps the emphasis in the quote should be on the word "society" as a synonym for "community", rather than on "armed". The disorder in New Orleans is as much a result of a lack of community, common to most urban areas, as it is anything else such as poverty, etc. Along with the concept of community comes the concept of shame. Wherever shame is diminished, so is the glue of community.
