I'm not sure how it is in Baton Rouge, La. but if the influx becomes permanent and the crime rate rises dramatically you will see an exodus of the middle class in that town.
It will be up to the those in charge of this town not to allow it to become an extended tragedy due to the hurricane. They have to realize that they have everything to lose if it gets out of control.
The middle class will only tolerate so much before they pack up and move to another town leaving the town in financial difficulty. It happens time and time again and it is a good reason as to why the all red map we all have seen is red everywhere but the cities.
