Even though that is the logical thing to do, you KNOW what the liberal response will be.
Eventually some AACLU scumbag lawyer will sue whatever government entity because they do not broadcast warnings, evacuation orders, etc., in such and such a language.
Then we will get legislation that will require such warnings, etc., to be broadcast in 247 different languages (similar to the ballots in Kalifornia). Never mind the fact that by the time the warning is finished, the storm, tornado, flood, etc, would be ancient history. Liberals will FEEL better about themselves because they cared enough to help!
Rather than do the smart thing which is tell them to learn ENGLISH!!
Also it doesn't mention how long ago they immigrated. If they came several years or longer, then they should have learned English. However, if they just recently came to America, I can see that point - it takes time to learn a new language...

As a friend of many citizens with a Vietnamese heritage, I am totally upset by these racist comments. I want Knight Ridder Newspapers to apologize to the American-Vietnamese community now.

I don’t buy this story. They were on a FISHING BOAT. You don’t earn your living from the sea without at least being able to follow weather reports. I suspect that they were just like hundreds of thousands of white English speaking people who thought that they could ride it out, but don’t want to admit it.
They were probably refugees dude. But that doesn’t excuse them for not picking it up after they arrive.

If anyone is teaching English to immigrants, one of the most important words or signs they might need to know is "EMERGENCY" (among others). I saw an Asian family a few years ago drive up to the wrong door of the hospital, not recognizing the big "EMERGENCY" entrance sign. Their family member was slung across the back of a child and hauled down the wrong hallway. There were men in the group, and I wondered why they were not carrying the child instead of having another child carry her. I ran for help and they were put on an elevator and carried up to the right area, but I still don't know whether or not they were in time. Some words are the difference between life and death.
