Indeed it did. And not only was Brown confirmed, but he was apparently confirmed by a unanimous voice vote -- when the Senate was controlled by Democrats. An enterprising blogger has found the transcript of Brown's June 19, 2002 confirmation hearing before the Senate Governmental Affairs Committee, then chaired by Sen. Joseph Lieberman. The whole affair, including tributes from Brown's home-state senators, apparently lasted less then an hour, and ended with Lieberman saying, "Mr. Brown, I thank you very much. I will certainly support your nomination. I will do my best to move it through the committee as soon as possible so we can have you fully and legally at work in your new position." The hearing was for Brown's nomination as deputy director of FEMA; it appears that Brown did not have to be re-confirmed when he became director."

Short memory?
Funny, he was competent enough in managing relief after four major hurricanes in FL in 2004.
I will say that his resume padding is inexcusible, and he managed to look clueless in several post-Katrina interviews, so cutting him loose is the correct move. But the general attacks on his abilities are way overblown.
It's going to be tough to beat that one on the "biggest joke" scale.

I guess he's stupid and incredibly clever at the same time.

Elders didn't have any job to do and did it well. Half-Bright made a mess of world affairs as she was apparently expected to do.
Here's a question to ask any liberal who says Brown wasn't qualified for the job; how many FEMA Directors have had previous experience as the director of a State's Emergency Management agency?
Answer: one, in the entire history of FEMA. James L. Witt, Clinton's appointee.
Next question: Other than Witt, which FEMA director had the second most experience with emergency management upon taking office?
Answer: Mike Brown.

Not only was he PRAISED for his efforts in Florida during that horrendous string of Hurricanes BUT he was CREDITED with swinging Florida to the BUSH column just in time for the elections.
As a side note. The first Hurricane hit Florida on a FRIDAY and FEMA went in ON MONDAY, that 3 day delay was somehow considered such a QUICK RESPONSE as to turn the TIDE of a Presidential election.
Advise and consent is not intended to be used as a political or ideological weapon. One might argue that the Democrats practice of using it ideologically has weakened the ability of advise and consent to function properly. But I don't see that happening in this case.
Brown was duly appointed and confirmed; he did fine until this storm hit us in a geographically and culturally vulenrable spot. He did not do fine in the face of that challenge. But it is part of the unhealthy media/political mood and over the top, in my opinion, to question his very appointment. But if you do, the Senate's advise and consent role should be regarded as less responsible than the President's choice.

In all of the Brown-bashing going around, it would be helpful to remember that Brown did his job. He pre-positioned personnel and material in the area prior to the storm, and he had a Navy ship offshore ready to go.
In two of the three cities wiped out by the storm, the rescue took place as you would expect, as the state and local authorities and the people themselves stepped forward to do what needed to be done, with the help of Coast Guard, Red Cross, Navy, and other FEMA organized help.
In one of the three this didn't happen. In only one of the three, FEMA and Red Cross help was sealed out and the victims sealed in. Thats not Brown's doing.

A caption really isn't necessary for that one anyway, is it? Some images speak for themselves, no need to state the obvious.
Hey if those looters in New Orleans only used "safer bullets" like Jocelyn said, they wouldn't have had as much trouble rescuing people in New Orleans.
