Actually, I thought the point Bush made was that after monday night nobody was saying the levies would breech, since the storm was over.
So the next day when there was widespread flooding it took people by surprise.
I remember the talks here on FR monday night, there were scattered reports of some flooding and a lot of questions about whether they were breeches or not.

Ever since the moment I heard this, I understood it to mean, "Those dumbasses in NOLA never prepared." I really don't think, since he was the one to call NOLA, that he was referring to himself.
