This happens all the time. Rarely are guardsmen armed unless escorting equipment that needs protecting.
Not saying it is wise, just not unusual.

The failure to have armed people enforcing the law is what caused the crime before. Oh, sorry, those crimes are just "urban myths".

What's really sad is that it was so obvious. I just stared in disbelief at a guardsman until he finally said, "Can I help you, sir?" And I blurted out, "My God...you have no clip! You have no ammunition!"
"Move along, sir," was all I got as a reply.

If a soldier has a problem here, he needs to remove the magazine from the pouch, insert it in the weapon, pull the charging handle, aim the weapon, place the selector lever on "safe" and then fire.I suggest the soldier put the weapon on "Semi" or "Auto" if he actually wants to fire it.
