Should a Constitutional Amendment be enacted to allow for the recall of a President such as Grey Davis was recalled in California?

I mean when 65% of the country realizes a President is a failure, shouldn't there be a way to remove him?

If a majority of the people's elected representatives (in congress) are ever so totally out-of-phase with the executive, they have the power of the purse (they control all spending) and the legislative power to move the executive in their direction.
