They were working to improve their vessels....
But in 2000, police on a raid of a warehouse near Bogota were stunned to find a 100-foot-long (30.5-meter-long) steel submarine being built to transport up to 150 tons of cocaine.
Colombia is the world's biggest produce of cocaine and a major supplier of heroin to the United States.

No diving capability? if so, "submarine like" might not be a totally inaccurate description. I'm guessing it's a crude device that has to take on air from above the surface, either by air tubes or by surfacing above the water at needed intervals.

It would be much simpler to load a cargo ship with 20 tons of cocaine, tell Mayor Nagin it's food and water and they would like him to personally welcome them into the newly opened New Orleans Harbor.
Nagin would bring in his police force for the "show" and they could all be taken below deck for "entertainment' while Nagin is topside telling reporters how he has personally arranged for the shipment and saved his city all while Bush could care less.
