NYP: W'S BIGGEST GAMBLE - Will new program win new support?

Once again, as it has at every turn in his presidency, crisis has brought out the high-stakes gambler in George W. Bush. He believes in bold action, and in the extraordinarily risky speech he gave last night, bold action is exactly what he promised the American people.

He did not think it would be enough to say that the federal government would help rebuild the Gulf Coast after the devastation of Katrina. He also vowed to use the reconstruction to address and help cure the systemic poverty of New Orleans and other cities left in tatters by the storm.

He made a very, very big promise — a promise that the new Gulf Coast would be an improvement over the old. Not only would New Orleans be rebuilt, he said, but the new New Orleans would empower the poor by providing them with the possibility of home ownership — and special efforts would be made to ensure that minority-owned businesses lined reconstructed streets.

Bush has always been a more complex figure ideologically than his critics — and his supporters — have understood. Unlike most conservatives, he believes that the power and depth of the federal government can be marshaled to improve the lives of people here and abroad by making use of, rather than husbanding, its resources.

Time and again, he has rejected small-government conservatism and its view that, with the possible exception of national defense, Washington can do nothing right and shouldn't try....

Still, in ignoring the small-government sensitivities of conservatives in favor of a grand set of propoals that, had Bill Clinton delivered it, would be receiving hosannas today from The New York Times and The Washington Post, Bush may have done something politically catastrophic to his own presidency....

President Bush's plans for New Orleans are all well and good except - that state has been under Democratic Party rule for decades, it is a business. Poverty is directly related to the Democratic Party and how they spent the trillions of dollars for levees, schools, education, health and housing. They just kept a large portion of people on the plantation i.e. public housing/welfare; much easier than having them riot in the streets.........

Congressman William Jefferson of New Orleans, several pastors in their three piece suits and Mayor Nagin are identical to some of the characters from Amos and Andy, it just doesn’t get any better!

LBJ's "War on Poverty" has been reborn.

You can't eliminate poverty if the poor won't get off their own butts.

Here we go again with spending a lot more of the hard-earned money of working people to give to the lazy, non-working slugs.

To eliminate poverty, you have to eliminate income to the non-productive and give them incentive (ie. "If you don't work, you don't eat").

Another helpful idea is to stop rewarding endless pregnancies of non-working, single mothers.

Politians talk of ending poverty but, refuse to admit that you can never end lazy and stupid.

Bush's proposal, however, seems to be (maybe) aimed directly at the socialist morass created by democrats since LBJ's falied great society. I like the idea of homesteading FEDERAL properties and creating self help programs. Both of these could set precedents for a future congress or President to take what worked in New Orleans to Detriot or Cleveland.

Puting federal property back into private ownership is a good thing. So is the fact that in trying to perform the task of creating a home a lot of learning has to happen. From math to budgeting to dealing with financeing and taxes there are wonderful opportunities for people to have their eyes opened to the wonders of self determination.

...and how the liberals work against that process.

Throwing money at poverty won't change their attitudes about education and responsibility for actions (AWOL dads, promiscuity). This money will drain a lot faster than the city.

For those interested, this is the most comprehensive analysis of what happened in New Orleans and a timeline.

I've been close attention to this matter, as a lot of us have, and there is a lot of information in here that I did not know.

It also explains, specifically, why the feds were PROHIBITED by law, from acting in New Orleans, until the Governor signed a specific request for help.

Kinda sounds like the plug for Six Million Dollar Man: We can rebuild him. We have the technology. We have the capability to make the world's first Bionic man. Steve Austin will be that man. Better than he was before. Better . . . stronger . . . faster.

That's why you no longer appeal to anyone over 55. It is time for the youngins to get their due and it is through education, training and the belief that one can accomplish whatever they want with hard work and faith.

Yea, look at all those liberal programs. Like LBJ and FDR combined...

If you want to lead, you have to offer hope. There are many ways to do it, but you can’t just gripe about welfare pimps and failed programs of different natures.
