Canada has reversed a long-standing policy and will supply material for India's atomic energy program.
Foreign Minister Pierre Pettigrew agreed Monday to allow the supply of nuclear-related "dual-use items," which can be used for both civilian and military applications.
Canada had stopped providing nuclear materials to India three decades ago after that country started testing nuclear bombs.
Pettigrew said Monday that the situation had changed because of India's commitments to keep its military and civilian nuclear programs separate, and because of its moratorium on nuclear testing.
"We have to acknowledge the substantial progress that has been made in India," said the foreign minister as he signed an agreement with his Indian counterpart, Natwar Singh.
India exploded its first nuclear device in 1974 using plutonium from a reactor designed in Canada. Canada stopped nuclear cooperation after that test, and extended restrictions after Indian and Pakistan conducted nuclear tests in 1998.

Come on guys, they got to find some way to pay for all their socialized medicine. Surely India will only be exporting, I mean, experimenting with the material for peaceful purposes.
Socialist Aid is usually the result of manufacture of goods putting the home people into work without benefit to the economy, yet profitable for the ruling elite:) Canadian Aid will enrich everyone but the citizens of Canada and make the world a nastier place in the future.
I think 'aid' is a misnomer here. India will have to pay for what she gets from Canada, but I admit to not reading the entire article.
