So how does a request to speak English violate the above?
If an individual is non-English speaking, how can they read the sign?

How about a cheery "STFU", said in English, in a non-discriminatory, diversified sort of way?
"How about a sign that says "I would like to help you out, which way did you come in?" in spanish."

What language has been spoken throughout this nation since it began? English is one of the three components of the United States' character. It's essential. Forget Spanish. There are enough Spanish speakers South of the "border", such as it is.

On a more serious note however, it seems to this poster it would make sense to take the "open borders" argument by the bull's proverbial horns at some point.
If there is a long-term plan to eliminate North American borders - then we've long since reached the point where laws regarding political correctness, need to be applied on (all three) sides of the border.
That is to say - if we're going to require multilingualism in Ohio, so also should shops in central Mexico be required to have English posted, and the frenchies in Quebec likewise will just have to deal.
If there's a long-term plan to eliminate North American borders, then let's discuss what that means for all North Americans.
If there's no such plan, then we really need to tell some people politely to mind their own business.

I don't see how the sign breaks the law. "Language" isn't mentioned anywhere in there. If I show up and start speaking Finnish, I don't suddenly become part of a protected class -- do I?
You know, that brings up an interesting idea... If they could get someone who speaks some other language, say Hebrew, to attend one of those council meetings, and then start speaking Hebrew, wouldn't the council have to suspend the meeting until they got an interpreter? Heck, it would be wonderful to get someone from Finland to go there just for that reason! Especially if it's some really rare dialect! Or maybe get someone speaking Elvish or Klingon!

I live in a neighborhood riddled with shops where the signs are written in other-than-English languages. All of the signs. On occasion, I translate into English for family members in their own neighborhoods!
Customer language accommodation is not a right but a service. It may be good business if you're on the Mexico-United States border or the Canadian border near Quebec but it isn't a right of the customer.
This is not emergency medical service.

Seems to me that race, color, national origin, and to an extent ancestry are pretty much the same thing. What about the age thing? I guess a 10 year old could come in and order a beer, as long as he was hispanic.
As a follow up thought, all the tavern owner has to do is card people at the door, and only admit people with 'valid' ID's

What about those signs I see which say, "Si, Halbamos Español," or the advertising that isn't multilingual? Buses in San Diego painted with advertising in Spanish-only. For radio stations, tv channels or lawyers. What about PSAs with only Spanish (or insert language here) content? Is the government discriminating?
The more we cater to languages other than English, the more Balkanized we become, the more self-segregated and the more stressed the social fabric becomes until unrest becomes the norm. In some places, Jefferson High School of Los Angeles for example, you already see this. If we do not demand, advocate and encourage assimilation we will tear ourselves apart.

No doubt. If I'm ever forced to go to one of those things, I'll make it a point to say one politically incorrect thing every 5 minutes.
Let's look at this. Disability is not remotely applicable here. Religion? Nope. Sex? Nope. Age? What's that? The law requires discrimination against minors? Oops.
You can be of any national origin and have learned English. The CA Gov for example. You can be born in the U.S.A. and not speak English. Does that have to do with the sign? Nope. The require to speak English is regardless of national origin, they don't ask where you were born before permitting entrance or taking orders. Applicable to this case? Nope.
Color? Someone of ever "color" has learned English. Millions of them in fact. Is there a Segregated South-style "color" restriction? Is anyone saying blacks get slow service like past lawsuits regarding Denny's? Nope. Uh-uh. Applicable to this case? Nope.
Ancestry? Well, I don't think anyone is saying the tavern demands access to your DNA and a family tree before entrance or ordering.
Instead they alert you that the establishment's common language is English. English is the primary language of the United States. Maybe not the best business decision of there is an enclave of self-segregating non-English speakers in the community but that's business the tavern will lose. The market will take care of this "problem" if, in fact, it is a problem at all. The government's intervention isn't needed nor is it appropriate.
