Even the quantum physicists admit that quantum physics is not a complete theory. On the other hand, I suspect that this is another "cold fusion" idea.

Randell Mills' hydrogen idea has been kicking around since 1989 ( http://www.cheniere.org/misc/mills.htm ). If Chubby Checker can make an entire career out The Twist, I guess Mills can keep living off research dollars from this 20 year old idea.
