Those papers are not free. The hotels have to pay for them. No newspaper can be counted in the numbers unless they are paid for. The hotels have to pay for them.

You are correct -
However my original point was more along the lines of the NYTs "gaining" circulation by getting a few more hotels to take their paper (paid or otherwise) - which in and of itself does not indicate a true measure of general reader interest.

So do the schools, probably, too. I saw a PILE of local news rags once at a Middle School in our community....looked like one for every teacher.
