Well, defoliants are so useful in arid deserts.

And since when is phosphorus a chemical weapon, anyway? Then I guess we used chemical weapons in WWII, Korea, and probably Vietnam (don't know about that one, but guessing "yes" from pictures with white flaming objects exploding out.)

The Convention on Certain Conventional Weapons (CCCW) also known as the "Convention on Prohibitions or Restrictions of the Use of Certain Conventional Weapons Which May be deemed to be Excessively Injurious or to Have Indiscriminate Effects," entered into force in December 1983. The Convention and its initial three Protocols restrict or prohibit the use of various conventional weapons whose effects are deemed to be excessively cruel or which do not discriminate between legitimate and illegitimate (especially civilian) targets. At the time of ratification, each State Party is required to state its consent to be bound by at least two of the Protocols. The United States ratified Protocols I and II on 24 March 1995.

The CCCW itself now comprises the three original protocols, an amended protocol, and one additional protocol:

Protocol I prohibits the use of non-detectable fragments;

Protocol II restricts the use of mines, booby traps, and other devices on civilian targets or in a way that may cause indiscriminate harm;

Amended Protocol II strengthens the restrictions governing the use of mines, booby traps, and other devices;

Protocol III prohibits making civilian populations the object of attack by incendiary weapons and restricts the use of incendiary weapons against military targets located within a concentration of civilians; and

Protocol IV prohibits the use and transfer of laser weapons designed to cause permanent blindness to un-enhanced vision.

The Amended Protocol II, adopted by a Conference of State Parties in 1996 and entered into force on 3 December 1998, extended the restrictions on landmine use to internal conflicts; established reliability standards for remotely delivered mines, and prohibited the use of non-detectable fragments in anti-personnel landmines (APL). There is no verification or compliance mechanism in Amended Protocol II, and negotiations to amend Protocol II failed to produce a total ban on APL use. This gave rise to the movement that eventually produced the Ottawa Convention and a Mine Ban Treaty. The use of white phosphorus or fuel air explosives are not prohibited or restricted by Protocol II.

White phosphorus has been a mainstay of mortar rounds and artillery since WWI - it is not chemical warfare in its usual interpretation - it is used because it burns through uniforms and into the skin. Its range is limited to the area of the blast.

Chemical warfare normally refers to use of a gas....such as mustard gas - which burns the lungs and has a totally indeterminate range - it can drift into civilian areas and kill them just as easily kill troops.

Just another hysterical, uninformed euro-lefty rant!!

Our new policy should "Crap on us, don't ask for help". France and Italy are not friendly and until their governments are overthrown and a new friendly policy towards us, don't ask. Quit all forms of aid to these two rouge Countries and quit trade. Can't find anything they have that we need that we don't have ourselves. Time to separate crap.

Giuliana Sgrena was born and raised in Masera, Province of Verbano-Cusio-Ossola, a town of less than 1000 people that had seen intense fighting during WWII between Italian partisans and German soldiers. Her father, Franco Sgrena, was a noted partisan during the war and later became an activist in the communist railway union.

Sgrena studied in Milan where she became involved in leftist politics. She became a professed pacifist and from 1980 worked for Guerra e Pace, a weekly publication edited by Michelangelo Notarianni.

In 1988, she joined the communist paper Il Manifesto and, as a war correspondent, has since covered conflicts such as the Algerian Civil War, the Somalian and the Afghanistan conflict. During her travels, she reported extensively on topics from the Horn of Africa, the Maghreb and the Middle East.

As a campaigner for women's rights, she has been particularly concerned with the conditions of women under Islam and has written a book on the topic.

Like many Italians, she opposed the 2003 invasion of Iraq. At the start of the war she went to Baghdad to cover the bombing of that city, for which work she was awarded the title Cavaliere del Lavoro on her return to Italy.

Which is, of course, a LIE since WP is used in handgrenades. Last time I checked, not even an olympic athlete could throw something the weight of a hand grenade 150 meters.

We have them and we use them (Used in rocket Pods, They are for marking targets for Artillery, Naval Gunfire, etc). It's no big secret.
