I think Joe was acting ambassador from the time of the Kuwait invasion (when the former ambassador took an unscheduled vacation)until the start of desert Storm. Joe was having a great time insulting Saddam and acting like a big shot. His function seems to have been to irritate Saddam to make sure that he didn't surrender before the war started. Then he could blame the war on republicans later.

I believe that when Joe talked to Novak on July 10th, that Novak smelled a plot AND felt threatened....and made sure the article got out ASAP.
