There's a lot of things to like about Abraham Lincoln, but that quote isn't one of them. I don't believe he ever said it. A search of the online sites that contain his speeches and writings has not turned up anything resembling that quote.
It's impossible for Abraham Lincoln to have said that quote. Merriam-Webster's Ninth Collegiate dictionary says that the word "saboteur" was first used in 1921 and did not exist before that.
