WTF? Screw you AirLawyer - it happened on public property while he was 'off the clock'. Turn him over to the car owners and let each of them crank-off a finger or two - THAT'S a punishment he'll remember for the rest of his life.
Actually, the position can be a civilian position filled by a reservist, actually common at reserve command posts. I don't know all the details, but it seems likely that he would have been charged if he was activated. But it is possible that the command has chosen not to charge him. Why? I can only speculate.

You are correct that he must have been activated. I don't know why thye wouldn't/didn't proceed with a court martial.
He was on continual active duty service. It was a requirement of his position at the NSSI (formerly Space Operations School).
Doesn't that usually require him to be stripped down to an E-1 and make him scrub floors and toilets before they kick him out with no rank at all?
