No where in the article does it say that this Ukrainian family receives welfare.
The article states that the father works long hours at a laborious job. There is help from local businessmen and from the church.
The whole premise of the argument from some on this thread is that this family is living off welfare.
This is a canard that started with your post.

We had a Basque family at our catholic school. 17 kids. Parents owned a small dairy AND a small 20 passenger Mercedes bus.

The 1996 welfare reforms and the economic boom have changed the demographic profile of welfare recipients: most US welfare recipients are racial and ethnic minorities. The share of Blacks on the welfare rolls is almost three times their share of US residents and the share of Hispanics in the welfare population is twice their share of US residents. The number of Black families receiving welfare now outnumbers whites and the Hispanic share of the rolls is growing the fastest. Black and Hispanic welfare recipients combined outnumber whites by about 2 to 1. In addition, the remaining caseload is increasingly concentrated in large cities.
The New York Times in July 1998 reported a survey of 15 welfare programs in 14 states and New York City that account for nearly 70 percent of US welfare recipients. In early 1997, Blacks accounted for 37 percent of welfare recipients, and 13 percent of US residents; Hispanics were 22 percent of recipients, and 11 percent of residents. Whites accounted for 35 percent of welfare recipients and 73 percent of US residents. Since peaking in 1994, the number of white families on welfare declined 25 percent, the number of Blacks families fell 17 percent, and the number of Hispanic families dropped nine percent.

I am grateful to the school system where I grew up because they gave us the whole reproductive story, in layers, in mandatory classes, starting in fifth grade, again in junior high, senior high, and even in college. During that era, how to use condoms was not part of the curriculum, but they did discuss STD's.
My parents, for some bizarre reason they never explained, told the facts to my three older siblings but never told me (I listened at the door so I knew anyway). Their lack (probably forgetfulness) renders me even more grateful to the public schools. As for how to prepare me for marriage beyond the biology lessons, my mother had died before I got married so I had to learn these things on my own. All of this combined made me a much more involved parent when my son asked questions and when I knew I needed to tell him things he didn't ask about. But nevertheless, I didn't know everything he needed to know and was glad that the school filled in the gaps.

The article posted in post 17 clearly states that the family is on public assistance, so yes they are living off the taxpayers, even if he has a job as well. A janitor with seventeen children is going to pay zero taxes anyway.
What does that have to do with the price of tea in China? Whites are underrepresented in welfare, so it's OK for them to participate? Just when I thought you couldn't get more liberal, you come and support quotas.

And people wonder why minorities don't vote conservative despite the vast majority of them holding conservative values?
