The specific law is 42 USC s.1988

While the ACLU is not explicitly mentioned in the text of the law, because it is considered a civil rights group (albeit as a misnomer), it is entitled to receive public funds.

You're missing something?!?

What 'Title' of the USC (US CODE) is this section '1988' under?? (Like Title 1 or Title 18, etc.) because I'd really like to read it.
