Preschool measure makes June ballot (California -- tax "the rich" to pay for public preschool)

Voters will decide in June whether they want to tax California's richest residents to send the state's 4-year-olds to preschool.

Secretary of State Bruce McPherson has certified the "Preschool for All'' initiative, declaring that its backers, led by actor-director Rob Reiner, had collected more than the 598,105 valid signatures needed to place the measure on the June 6 ballot.

The voluntary program would offer a full year of preschool to all California 4-year-olds, provided mostly by local school districts.

The initiative would boost the top tax rate by 1.7 percent on individuals earning more than $400,000 annually or married couples earning $800,000. That will raise $2.4 billion a year by 2010-11, when the measure would take full effect.

The prospect of a tax increase already has spurred opposition to the initiative.

"There are horrible flaws in this measure, both on the revenue and expenditure sides, said Jon Coupal, president of the anti-tax Howard Jarvis Taxpayers Association. "It would make public preschool available to those who could afford existing private preschools, rather than target efforts to the low and lower-middle class.''

Coupal and other opponents also worry that the measure could put private preschools out of business and leave the state in charge of all early childhood education.

"This would transfer the entire preschool industry to the same behemoth that's failed us in the K-12 schools,'' he said.

It always starts with "tax the rich" then you discover that anyone who is a working person suddenly is considered "rich" and is taxes.

Remember how the income tax started, collect 1% from the riches people, of which there were a few thousand. And look who is paying income taxes now.

Public education has become the main powerbase of the Dims. It's no accident that it's become the number one item in the state budget.

It is the nicest place to live in the entire country, if it were not for the scum and villainy that populate most of it.
I miss the ocean, the East coast is horrible, either too humid or too cold.

On Friday Bill Handel of KFI radio investigated some advertisements that claim that pre school children are less apt to become criminals.

Turns out that there's no link.

Somebody is trying to get the public thinking that preschools will curb crime.

Well, the voters in CA approved Prop. 98, which mandates huge spending on public schools and defeated the recent reform prop. 76, which was going to de-fang prop. 98, so in all likelihood, they will probably approve this one, after all, "it only taxes the rich" and "it's for the children".

I know of three wealthy Californians who have moved elsewhere due to the lunacy, two to Nevada, one to Florida. Can't beat the weather though.

As soon as you hear someone state the above or state "we need to do what's best for the children", chances are whoever said that has run out of facts, logic and reasoning, and is now appealing to emotion.

A TV ad had a logo for First 5 California.
This is an umbrella org. for other orgs/assns also doing similar advertising.
First 5 California is a Calif. state agency & is also known as The California Children
and Families Commission.

They are claiming that preschool will cure everything from high crime rates to moral stupidity.. And don't confuse them with the fact that there is absolutely no proof that sending a child to preschool does anything more than to give mama a break during the day. This is a standard socialist indoctrination tool. Get to the kiddies while they're young. Remember Hitler Youth or the Great Leap Forward from China?

I never thought I would say it, as a life long Californian (Third Generation, actually), but my wife and I are both seriously looking to move out of state.

It boils down to two things:

1) Kids relocating, out of state, so they can afford to buy houses.

2) Finances - We sell our house, which has tripled in value, buy a house with 2/3 of the profits, and put the balance into retirement. That allows us to retire 3 years earlier then planned.

Most rich Californians also maintain homes outside of California. As long as they spend 3 months total every year vacationing elsewhere they pay no California income taxes. State income taxes are for working stiffs.

I'd kill to move back to California. But I look at the way that state is going, and I'm thinking elsewhere sounds nice, too.

I miss the oceans, the mountains, the desert, the weather. But with all the nonsense along the border and in LA and SF, bah! So many tradeoffs.

The weather is something you have to deal with every day.

Many people, once they get used to the CA climate, have trouble adjusting to other climates.

I know people who moved for various reasons and they all miss the CA weather.

I am glad you adjusted well.

I've been seeing ads on tv for the last year or so pushing preschool. I believe that these ads are being run by the group that is receiving taxpayer money (smoker's tax) from Reiner's other proposition that passed a few years ago.

I'm still here, but some days I'm shocked that anyone who works for a living still lives voluntarily in California. I'm trying to talk my fellow into leaving, but he likes the weather (he's only partially sighted, and public transportation in the winter is a literal pain in places like Kansas City).

One of the problems, as I see it, once you acknowledge that taxes are theft, is that the current system taxes the living h*ll out of people who work for a living (specifically as employees) but gives massive breaks to those who live off trust funds; and it also gives handouts to people who don't work and don't pay taxes, yet who can vote on receiving handouts taken from other people's money.

Apart from the theft aspect, the taxation system creates weird incentives for people...

You are right, conservatives should be flocking to CA, so we could outnumber the liberals and turn it into the Golden State it was and deserves to be again. Unfortunately, insead of that, conservatives are fleeing, leaving the state to the liberals who are destroying it.

Don't be so sure. They passed a ballot measure like that here in Fla., and it got about 80% of the vote, if memory serves me. It wasn't even close, and this state is full of elderly voters who don't even have kids.

Having lived in San Jose,Ca. for 12 years,the state and the weather is over overrated.I live in the south eastern part of Pa. we get the four seasons all of which are mild.Love it here !!

Most preschool programs run from 9-12 in the morning, they are not all day programs.
My 4 years old goes to preschool 3 mornings a week and he LOVES IT. We pay dearly for it too...$270. a month.
He is an only child, so, it is really good for him to be around children his own age, plus, he will be reading before he goes to kindergarten.
Studies have shown that kids who go to preschool perform better when go to kindergarten, saying that, though, I do not feel that we should tax the wealthy create this program.

Having spent most of your live in the sewage treatment facility of California you have no idea of what California is like.

As a 5th generation So. Calif. and my wife a 6th generation So. Calif. we aren't going anywhere.

I will be "voluntary" pre-school for all, then the push will be to lower the age for compulsory schooling even lower. Pre-school will then be mandatory.

Of course, the government is giving away for free the product of pre-school. Private pre-schools will soon go out of business and become scarce. Parents will then be threatened by social workers pushing foster care for the non-compliant, and armed police stand ready to help the social workers.

Once compulsory pre-school is accepted as a right, the push then will be for free infant care ( by highly trained university graduates of course).

It's for the children, of course.

I can guarantee that the weather in So. Cal is 10x better than N. Cal

Yes, indeed. Although we could get a jumpstart on improving the conservative ratio if we just deported all the illegals and children of illegals.

Not that they vote, but they certainly consume more of the state's budget than citizens, and their "needs" influence the voting. Take away those needs and the state would probably save 20% of its budget. A lot of the proposed new spending would be unnecessary, and the state wouldn't need to borrow to accomplish the rest. And public preschool wouldn't even be under discussion.

Please don't send you child to government kindergarten.

Will you, please, please, please investigate homeschooling?

I promise you that it is the most natural and healthy way to raise up a confident and well educated adult. And,,,please don't fret over "socialization". There is plenty of opportunity for you child to have friends of all ages.

The socialization learned in institutional schools is TOXIC. Most of it must be unlearned to be successful in work and marriage,and with family, friends, and neighbors.

No thanks...I have no desire to homeschool. My son goes to a CHRISTIAN preschool and I couldn't be happier.
Not everyone has the temperment to homeschool. I know my limitations. I know that my son would NOT be happy staying home with me all day while all his friends were at school. Give the kid a break! I know my limitations. Besides, I know many fine people who went to public school.

Preschool (day care) isn't unionized.
It currently has an internal market (families do it), or is done privately.

This measure is an attempt to unionized the industry.

It will bring in more cash to Dems (through union dues).

And - it represents a subsidy (wealth transfer) to those who should have waited to start a family until getting sufficient income/education. But who cares about those of us who have done so - and who will pay for others' negligence. Big deal, what are YOU lookin at, etc.
