It was not long ago that the propaganda arm of al Qaeda could easily get videotapes onto al Jazeera in hours. But the new tape played on al Jazeera took upwards of five weeks to move from bin Laden to al Jazeera.
Could al Qaeda's network be fraying? One thing is for certain: Al Qaeda's reliance on a network of human couriers to smuggle these tapes suggests fearfulness and potential apprehension.
Bin Laden's offer of a "truce" to help rebuild Iraq and Afghanistan is actually an attempt to rebuild support among Muslim populations in those two countries, who have borne the brunt of terrorist attacks since 9/11. With Muslim opinion increasingly alienated away from bin Laden the truce and rebuilding effort is a last chance effort by bin Laden to win back the hearts and minds of his one-time Muslim supporters.

Bin Laden doesn't need a Truce, he needs to Surrender!
Article makes a good point, why really was the tape produced. I beleive Bin Laden and his minions are on the run and the tape was produced to rally his waning support.
Offering a truce is something you do when you are losing.
Muslims don't make deals with the 'infidels'.

Too bad we don't have leaders that could make a counter-offer: like turn over OBL within 36 hours or we toss every muslim out of America and turn all the mosques into Porky's House of Bacon.
Or is it a way from him to be able to say "I tried to offer a truce, but Bush wouldn't take it and thus I attacked your infidel country"

Start your offer with your unconditional surrender by turning yourself in to the US troops in Afghanistan, followed by your buddy Omar the nose picker turning himself in and polish it off with the rest of your sorry group crawling out of their respective caverns and holes and turning themselves in. I'm thinking it's more along those lines. He is trying to position himself as a some kind of a political leader in the islamic world. He's delusional, but issue an offer of truce implies stature on the level of being able to negotiate with the leader of the free world. I do believe his threat of attacks is just hot air.
While I agree they are loosing. It's how they work, it's a tribal jihad thing that they must offer a truce. They offered a truce to europe, europe rejected and they attacked. They offered a truce to us in 1996 and in 2001 a month before 9/11. It's all about us meeting their demands, which are basically us surrendering. It doesn't mean they are in tatters...
I suspect that if the Mooselimbs' grenade belt wing is in tatters, the "blame" goes to Allah, not to the Infidel. In a word, any setback is the will of Allah, not the superior technology of the West.

But Osama forgets that the US is the only country in the world to have nuked civilians. Twice.
If he wants to lose Mecca, then nuking the US is a good way to do it...
