Because Americans are not a particular people from a particular place.

I hate to be a stick in the mud, but we most are definitely from a particular place, and are a particular people. We're from the United States, it has borders, language, and culture (to quote Michael Savage). We speak English and the borders can be found on a map of our country.

The bit about our power and appeal coming from the Declaration of Independence, however, was spot on.
