His mother always told Mort his twin sibling died at birth but Janet actually escaped from the hospital and was not to be seen again until this fuzzy 16mm film popped up showing her walking away from intruding eyes.
Janet was eventually captured and as the story hit the nightly news, Bill Clinton became smitten with her and gave her a position in his administration. The rest is history.

While that was a horribly wrong appointment on the part of President Clinton, it is worth remembering that she has a serious degenerative disease and it's pretty brave to continue in public like this to raise money for charity.... although i wouldn't be surprised to find out I don't like her choice in charities.
