FEMA was a mistake from the beginning. Civil Defense at least had some infrastructure in case of nuclear war, but dismantling CD in favor of FEMA to respond to any kind of disaster was not just mission creep, it was a vast new funding center.

I agree. Did you notice that Nagin testified that it was the local FEMA man who first informed him of the breach in the levies? The communication limitations and logistical obstacles were huge and delayed assessment of the scope of the disaster and also delivery of aid. Maybe, putting a TV man at the Superdome demanding help like a crying baby was not the best way to cover a story when emergency responders were fighting felled tres and collapsed freeways to get in. There was a day when we would have recognized the heros.

A local organization like the CD can help much more quickly because they are ALREADY THERE and know what is going on rather than waiting for word from a giant beauroCRAZY.
It also disgusts me how there didn't seem to be "fluid, contingent plans" for the ever-changing situation.
I also hate that fear of lawsuits and lawyers have totally made eunochs out of every leader in this country. Folks were totally unwilling to grab the reins and RUN and take decisive action as this emergency unfolded.
I blame Blanco, Nagin, Brown, Bush, as well any able-bodied citizen of NO who COULD have left and chose not to leave and then wanted to be rescued.
