UNITED NATIONS -- The U.S. ambassador opened Security Council discussions on the next U.N. secretary-general, calling the choice of a replacement for Kofi Annan probably the most important decision the world body will make this year.
U.S. Ambassador John Bolton, the council's president this month, called a meeting of the five veto-wielding permanent members Thursday "to get a sense of where the council is, so that we can begin to move forward on the issue."
Annan's second five-year term ends on Dec. 31 and his successor must be approved by the General Assembly based on a recommendation from the council.
At the moment, the permanent members -- the United States, Russia, China, France and Britain -- are divided on when to choose the next U.N. chief and where he or she should come from.

I am worried about Clinton getting the job.

as far as i can tell, based on UN History the fight is over which third world kleptocrat is appointed, and whose interests he prefers to represent while getting filthy rich = 10 digits or more in dollars (1,000,000,000)

I don't think the Sec Gen can be from any country that is a member of the Security Council. That's why we get these lefty loosers from tiny failed hell-hole countries.

Annan's term ends this year and he has said he won't seek (unprecedented ) third term. I don't understand your Bolton enthusiasm in this case.
To: madconserv
It'll never happen. Bolten is not in the game.
He has already been frozen out.
BTW as for the peace prize dream on.
Bolton is a lightning rod for US policy in the UN and nobody is listening or interested.

The fact that Bolton had the gonades to start the process, proves your point. This should be the start of them listening.
Also get rid of the mustache. He looks like the manager of a muffler shop.
Agreed. But the man's not an idiot. Spare me.

You're right its a mess. But, Bolton, is just the right guy for the job. He's willing to not only say but DO what needs to be done at the u.n.
Bolton is whats known as a "sausage maker", everyone loves sausage but few can stand the nasty job of making it happen. Bolton is the guy, thankfully he's our guy.

Here is a quot from Bolton...
Right now, the issue of Iran and nuclear enrichment is being handled in Vienna. Bolton's speech before the UN has already been written and is in his vest pocket. It decries the inaction and impotence of the UN and tells them that the US will not stand by and watch this happen. The US will act alone, if necessary, to de-nuclearize Iran.
What is so idiotic about that?

this person has to be approved by the General Assembly so don´t worry about clinton.
clinton is still a citizen of the Us and no american will get this job at the present situation.
where should the majority come from?
it will be someone from a more neutral country of the third world as always.

I watched part of Amb. Bolton's presser as it was replayed on CSPAN last evening (yes, I have no life). Bolton strongly suggested that the United States will support a candidate from New Europe, i.e. the European countries formerly under Soviet domination.
That would be a very good thing.

I sure hope Bolton gets appointed for more than a year. So far by looking for a replacement to the corrupt POS Kofi Annan, he has accomplished more than most of his recent windbag predecessors. Go John Bolton Go! Make sure the china is broken into little pieces because it sure does need fixing.

Bolton is the best man for this job. A bull in a china shop is a good thing, the last thing the UN needs is a another windbag towing the party line. They have plenty of those, attempting to change through "understanding" (read doing nothing and apologizing for human rights abuses and islamofascism)

Thank ya', My vision of what would be the perfect solution to the UN problem. When the UN has completed it's renovations and members try to return , they find it has has been renamed "World Council of FREE Nations" and all the members who wish to return have to requalify as being a free nation. Despots, Thugs, Dictators, Terrorists States Need Not Apply.

Well, I agree! But this is reality, so we have to take what we can get. Mr. Bolton is on OUR side.
My idea of the UN is a move to ANY other country in the world but this one. Get them out and get us out. Catering to these third world countries has to stop. We built this nation with blood and sweat and NO ONE will take it away from us.
Reality is we have to pray POTUS can keep Bolton in that position.

the UN Charter provides minimal guidance on the process of selecting the UN's top diplomat, stating simply that "the Secretary-General shall be appointed by the General Assembly upon the recommendation of the Security Council." There are no explicit criteria or qualifications for the post, including term limits or country of origin. In practice, this has given the five permanent members of the Security Council (China, France, Russia, the United Kingdom and the United States) veto power over the selection process within the council since the UN's founding. The General Assembly has had the theoretical power to override the council's selection by failing to give the recommended candidate the necessary majority vote; nonetheless, to date, the General Assembly has never rejected a candidate referred by the Security Council.
Due to a lack of official guidelines, some precedents have emerged over the years with respect to choosing the secretary-general. The post's tenure lasts either one or two terms of five years. The selection is based on a geographical rotation, and it is generally accepted that the secretary-general should not originate from one of the permanent five member states.
