A surprising large number of them exist off taxpayer dollars housed on universities. (So there is probably some state taxpayer dollars in there also!) When I was in grad school I was amazed by the number perpetual grad students,graying research associates,arthritic hippies infesting the social science and humanities departments. They lived on very little, had little normal ambition so wanted little, of course demanded the rest of the feel the same way they did about personal ambition also demanded everyone treat them oh-so seriously.
One of the failures of Gingrich's Contract With America was to defund the left by rationalizing and cleaning up the myriad of government grants. I don't know how seriously it was attempted if at all.
