Nebraskans will have the right to bear arms under their coats, in their pockets and wherever else they can think of, thanks to a bill passed Thursday by the Legislature.
Governor Dave Heineman previously said he would sign the so-called concealed carry measure. It won 32-12 final approval from lawmakers.
The measure nevertheless allows cities to adopt ordinances banning the carrying of concealed handguns. Lincoln Mayor Colleen Seng and Omaha Mayor Mike Fahey opposed the bill, giving some indication that local bans could be sought in the states two largest cities.
The bill sets out requirements for obtaining a five-year permit to carry a concealed weapon. They include completion of a training program, a background check seeking information including criminal and mental health records, and payment of a $100 fee. It also bars the carrying of guns in a variety of places.

Yep, down to two states: Wisconsin (Thanks for nothing, Dingo Doyle!) and Illinois.

But wait my friends, lots of things still have to happen. We here in Lincoln are almost SURE our mayor will try to get this "banned" here in Lincoln and Omaha. As they say, it ain't over 'till its over. I for one am hoping for the best but fear/expect the worse.

I fully support armed citizenries, and the only downside I see to all these states allowing concealed carry by permits is the fact that the goverment is licensing a right in the first place. All states should be Vermont/Alaska style.
Now that they are licensing, it is only a matter of time until illegal immigrants are lobbying for concealed carry permits.
Besides, the gun grabbers will continue to try and take it all away so the Fight is never done.

I believe Hawaii is May Issue. WI and IL simply don't allow CCW.
What a stupid title, or part thereof. We all know what they are trying to allude to. How bout we look at the statistics for other states who have concealed weapons permits? Like, oh, say, Florida, where crime continues to decrease, even though concealed weapons have been legal here for many years..
On average, RTC states have 21% lower total violent crime, 28% lower murder, 43% lower robbery, and 13% lower aggravated assault. Nine of the 10 states with the lowest violent crime and murder rates have RTC.
More guns = Less crime

This is make 40 states that are shall-issue or no permit required. 8 are May Issue. Only two are no issue.
I thought this would only happen over Ernie Chambers dead body. I have not heard anything about his death (?). He singlehandedly managed to delay the passage of this bill for at least 20 years.

Out of "self defense" Nebraska legislators decided that criminals and gang members who might be afraid of committing crimes against ARMED Kansans, would commit crimes across the state line in Nebraska. They made the worth while decision to permit its citizens to enjoy the 2nd Amendment.
Now next year they can pass pre-emption and tell lincoln and omaha to stick it.

Open carry is technically legal in Wisconsin, but there's plenty of precedent that will uphold the disorderly conduct charge when the cops arrest you.
I don't recall any "requirements" for the rest of the Bill of Rights. Hmmmmmmm . . . . . .

Gottlieb, "Wisconsin legislators had the opportunity to uphold the state's constitutional right to bear arms, but they chickened out and rolled over for anti-gun Gov. Jim Doyle. Kansas lawmakers, working in a bipartisan atmosphere to do what's right for voters instead of the governor, showed the nation that political courage still exists in the Midwest.
"It is obvious that neither Doyle nor Sebelius, both Democrats, don't really care about the civil rights or personal safety of their constituents," Gottlieb observed, "but in Kansas at least, state legislators do, and once they cast a vote, they stick with it.
"But that's not the case in Wisconsin," he continued, "where earlier this year, Democrats Terry Van Akkeren of Sheboygan and John Steinbrink of Pleasant Prairie both flip-flopped, voting initially for passage of a concealed carry law, then voting to uphold Doyle's veto. One supposes that when they run for re-election, they will pull a 'John Kerry' on voters, saying that they 'actually voted for that bill before voting against it.'
"The difference between Wisconsin and Kansas Democrats appears to be that in the Badger State, party loyalty and upholding the party's anti-gun philosophy is more important than serving the voters," Gottlieb stated. "In Kansas, they obviously still understand that once you give your word, you keep it. Only four Wisconsin Democrats, Reps. Barbara Gronemus, Mary Hubler, Marlin Schneider and Amy Sue Vruwink, seem to get it because they voted to override Doyle.
"Politicians like Doyle and Sebelius always try to hide behind claims that they support the Second Amendment," Gottlieb said. "Well, it's all hot air. Telling people you support gun rights, then vetoing their right of self-defense is the zenith of arrogance and hypocrisy. Legislators should also remember that voting for gun rights, then voting against them isn't courageous, it's cowardly."

The state legislator should have the ONLY word on where guns can/cannot be carried. Not doing show is a recipe for confusion and disaster.
Here's what FL's law is:
790.33 Field of regulation of firearms and ammunition preempted.--
(1) PREEMPTION.--Except as expressly provided by general law, the Legislature hereby declares that it is occupying the whole field of regulation of firearms and ammunition, including the purchase, sale, transfer, taxation, manufacture, ownership, possession, and transportation thereof, to the exclusion of all existing and future county, city, town, or municipal ordinances or regulations relating thereto. Any such existing ordinances are hereby declared null and void. This subsection shall not affect zoning ordinances which encompass firearms businesses along with other businesses. Zoning ordinances which are designed for the purpose of restricting or prohibiting the sale, purchase, transfer, or manufacture of firearms or ammunition as a method of regulating firearms or ammunition are in conflict with this subsection and are prohibited.

(3) POLICY AND INTENT.--
(a) It is the intent of this section to provide uniform firearms laws in the state; to declare all ordinances and regulations null and void which have been enacted by any jurisdictions other than state and federal, which regulate firearms, ammunition, or components thereof; to prohibit the enactment of any future ordinances or regulations relating to firearms, ammunition, or components thereof unless specifically authorized by this section or general law; and to require local jurisdictions to enforce state firearms laws.

Sorry, congratulations are not in order. So long as the cities can override the state law, it's useless.
What a pain in the butt to keep track of what cities you can and cannot carry in.

I guess it's a step in the right direction but the Nebraskans have more work ahead.
Good news for Nebraskans.
You can't have concealed carry in a state without Preemption. Preemption being that the state law supercedes any local law. How insane is it to be legal driving from Point A to Point C and being legal at the start of the trip but as you pass through Point B your committing a felony???
Preemption is a must.
