It's because there is no housing down here. There are jobs. And they are paying extremely well. And if one were to take a job, then one could theoretically afford housing. But there is no housing to be had.
So unless these folks can get a FEMA trailer somewhere, they've got nowhere to live here, and therefore, there is little incentive to work here. The people who actually are here an not working, on the other hand, simply have no excuse.
My daughter and her boyfriend went down to NO to work in November and they were put up in a hotel at no charge and got 3 meals a day for free. Lots of other workers were, too. They are back home now so I don't know if they are still providing free room and board.
