iiuc, when a Jewish community settles in a new area, before even building a synagogue,the first obligation is to create a Jewish cemetery.

Interesting that above article refers to early 19th century BA.

The article below notes La Plata as the closest Jewish cemetery to BA ( from 1910).

" La Plata is the capital city of Buenos Aires Province, the largest province of Argentina, about 30 miles from Buenos Aires. The Jewish cemetery has about 2,800 tombstones. The oldest date from 1910."

Other Jewish cemeteries at that link are older, but much further from BA.
