It would be somewhat difficult to achieve the the reality of the North American Federation without some degree of homogenization and dissolving of the borders between the USA, Canada, and Mexico.
Thankfully, that will not happen because Pres. Bush is not an internationalist like his father. His conservatism may be tempered with compassion (compassion towards whom or what, remains an open question) but we can rest assured that he is ultimately concerned with the welfare of the American people, as well as those of other countries and cultures. (?)
