The following excerpt is from an August 21, 2000 article by J. Michael Waller in Insight on the News about Ms. Weiss and the sources for funding proponents of the Comprehensive Nuclear Test Ban Treaty (CTBT). The CTBT was narrowly defeated in Congress in 1999, notwithstanding Kerry's appeal on the Senate floor to delay the vote in an effort to effect successful passage.
From her glass tower at 777 United Nations Plaza in New York City, Samuel Rubin Foundation President Cora Weiss sees things with a clear sense of purpose in protracted terms. Her father, Samuel Rubin, built his Faberge empire in the 1930s with clandestine help from Soviet-backed Communist groups, according to veteran journalist James L. Tyson. Such an ideologue was Rubin that he named his son Reed after U.S. Communist John Reed, whom the Soviets buried in the wall of the Kremlin. The elder Rubin founded and endowed the foundation where Weiss has been a fixture since at least the 1960s.
During the Vietnam War, Weiss funded not only agitprop against U.S. military involvement in Southeast Asia but groups supporting Hanoi and the Viet Cong against U.S. troops. For decades she funded a range of hard-left groups from the Center for Constitutional Rights - which has litigated for the likes of CIA defector Philip Agee and Puerto Rican terrorists (Agee and one of the terrorists are living in Cuba) - to the Institute for Policy Studies. During the Cold War, though, most of the Samuel Rubin Foundation's grantees were considered even by liberals to be on the far left. Today, however, Weiss and her beneficiaries are more in the mainstream.
Not that they have shed their radicalism. They and others have changed the terms of debate. Unlike many Vietnik activists and Soviet apologists, Weiss never has broken with the hard left and, unlike even Jane Fonda, never has apologized for supporting the Communists. Today Weiss is a leader in a new effort among large defense- and security-- related foundations to coordinate their giving more effectively.

That effort began early last year. Amid concern that a handful of conservative senators were threatening to derail decades-old arms-control processes, the largest or most active foundations convened a Peace and Security Funders Group, or PSFG, in Cambridge, Mass. The initial steering committee consisted of Weiss and her family foundation along with the Ploughshares Foundation, the John D. and Catherine T. MacArthur Foundation, the W. Alton Jones Foundation, the John Merck Fund, the Hewlett Foundation and the Ford Foundation. The PSFG welcomed smaller traditional defense and security funders to join but has a bylaw permitting any member to be expelled without cause.
PSFG coordinator Wayne T. Jaquith has more than 30 years of movement activism under his belt. He and many grant-giving officials in foundations have worked together informally for decades. While the target then was "U.S. imperialism," many of the big funders are promoting an imperialism of their own. At one PSFG meeting a MacArthur Foundation foreign-policy official said, "On some things I am an unabashed imperialist - feminism is one of them." "Weiss, in an October 1999 funders meeting, said she wanted to create more "sensitive" armed forces, saying she detested "men in uniform with guns" and outlining a campaign for global gun control and a plan to make every U.N. peacekeeping soldier attend gender and cultural sensitivity training."
Once one sees that the big funders of defense and security policy are coordinated at the top, a lot of grants make more sense. "It's rather like the FBI discovering that the mob had a council," says a source inside the grants community.
The big funders felt invincible. Last year's Senate defeat of the Comprehensive Test Ban Treaty, or CTBT, shocked the new funders group into overdrive. "I'm sitting here stunned at the defeat of the Comprehensive Test Ban Treaty - something many of us have worked on for 35 years," Jaquith wrote to funders-group members in advance of their October 1999 meeting in San Francisco.
Discussing the CTBT's defeat at the San Francisco gathering, Weiss told members, "We have to organize. This is how all the anti-Vietnam demonstrations got funded - at a table like this."

I finally found a reference indicating the actual time frame of Susan Weber's involvement. It puts it too early for her to be Susan Weber Soros, but I did find mention of some more persons who graduated directly from CIP to sensitive positions in the Carter administration:

CDP attacks U.S. investment and development in Third World countries as exploitation. CDP particularly opposes development of nuclear energy in countries allied with the United States, and its 1982 prime targets include the Philippines, Taiwan, Guatemala and Pakistan. In the disarmament field, it links nuclear power to nuclear weapons.
According to the Zill report, CDP works with U.S. groups including the Washington Office on Latin America (WOLA), Americans for Democratic Action (ADA), World Information Service on Energy (WISE), Nuclear Information and Resource Service (NIRS), and Ralph Nader's Critical Mass. In its anti-Taiwan efforts, Zill reported CDP "deals with the expatriot community and Members of Congress like [Senator Edward] Kennedy and [Representative Steve] Solarz."

Thanks for following up on Weber. The other names you list are also important. Haven't read Aaron's novel, but I've come across him before. He assisted Mondale with the Church Committee investigation, and then he led the Carter NSC's reorganization of the CIA. He was aided in the latter task by two Letelier associates, Rick Inderfuth and Gregory Treverton. Meanwhile Anthony Lake helped reshuffle the State Department to the liking of the left wing of Carter's administration. I think you can trace the problems with State and CIA today pretty directly from there.

So she was not connected to George Soros, but she has still moneyed connections - and to a person we know quite well. Susan Weber has left one anti-capitalist crusade for another and become an environmentalist and proponent for Zero Population Growth. (The group has recently (2003) changed name to Population Connection and Ms Weber's name cannot be found on their website.)
In 2004 Susan Weber served on the board of Earth Island Institute together with no less luminary than Tereza Heinz Kerry.

Just one thing: When I see all these names we have dug up - probably everything from naïve idealists, fellow travelers, influence agents, and possibly all the way to a few paid up agents for the Soviet Union who all worked or served in or near the Carter administration - it reminds me of how things were during the 70s. It certainly looked bleak for freedom all over.
And still, 9 years later, after President Ronald Reagan's eight years in power the Soviet Union and its satellites were vanquished - with hardly a shot fired.
It is very very hard to fathom.
The greatness of President Reagan can hardly be overstated!
Maybe the fact that we are reminding ourselves and possibly a few others about connections that many of these people don't want brought to light can in some small way help us to stop a return to the bad old days of the 70s.

Senators McGovern and Hatfield belonged to an IPS-linked lobby called Members of Congress for Peace Through Law (MCPL) which supported the antiwar protestors during Dewey Canyon III and the subsequent NPAC and PCPJ demonstrations. During the April 24 March Against the War, the VVAW was addressed by MCPL Senators McGovern, Ted Kennedy, Walter Mondale, and Philip Hart, along with two MCPL Congressmen. Meanwhile eight MCPL Congressmen addressed a PCPJ group.195 Political support also came from other antiwar Congressmen and Senators.196 Most notably, Senator Hart and Senator Claiborne Pell, a critic of US policy towards Cuba as well as Vietnam,197 hosted a VVAW fundraiser which was attended by Senator J. William Fulbright. Fulbright, who sat with Pell on the Senate Foreign Relations Committee and shared Pell’s views on Cuba and Vietnam, had led Senate opposition to the Vietnam War since 1966,198 and during the fundraiser he invited Kerry to speak to his committee about war crimes. Other members of Fulbright’s committee who listened to Kerry sympathetically during his testimony were Stuart Symington, who had been Dean Acheson’s favored choice for Democratic Presidential candidate in 1960,199 and Frank Church, who would soon lead a Congressional attack on the US intelligence community which was supported by the VVAW, the National Lawyers Guild, the Institute for Policy Studies, and Cuban and Soviet agents.200

Powell has produced an "expose" of the Institute for Policy Studies, a D.C. think tank, and the "New Left" it supposedly represents. He argues, via gargantuan investigation, that IPS's hidden agenda places it radically to the left of traditional "progressive liberals." Despite the author's careful documentation, the reader has a sense of 1950s deja vu: Powell finds Communists or "fellow travelers" within academia, the religious left, and among former government operatives. I think that Rummy has done a pretty job of pulling these poison weeds out of the pentagon.
When we read about all of these incestous anti America connections, we have to wonder if the State Department and CIA can be corrected.
The answer might be to close the doors of State and the CIA, fire everyone, burn down the buildings and equipment and then plow salt into the ground where the buildings where.
Corporations sometimes uncover a pus pocket of terrible employees in a localized site. The poison infection often runs so deep, lancing the pus pocket to drain the poison out will not work. So the corporation fires everyone and gives the senior people early retirement. Then, they close that branch, store, franchise or group of offices. The employees at these pus pocket locations have developed their own poisonous anti corporate culture.
So maybe the best thing for America would be to do the same to the State Department and the CIA. The FBI and AG's office need to be looked at for the same infections. This action was recommended for FEMA, and it may be the best cure.

John Kerry’s Red Roots: Richard Kerry’s Left-Wing Legacy
Through agents such as Hiss, the Brandeis-Frankfurter apparatus branched out into all departments of the Roosevelt administration. In 1934 Congressman Frederick Britten observed that a group of 10 to 18 Frankfurter associates met nightly in the home of Benjamin Cohen and Thomas Corcoran to "promote Communistic legislation".6 During World War II, Frankfurter used his former law clerks Joseph Rauh, Edward Prichard, and Philip Graham to coordinate spying on various agencies of the Roosevelt administration through what Rauh and Prichard called “the Goon Squad”: a group of 15 to 20 second-line bureaucrats which included White House aide Laughlin Currie, a Soviet spy.7 Meanwhile Frankfurter and physicist Niels Bohr conspired in trading top-secret information with each other about the Manhattan Project, as part of an effort to try to persuade the Allies to share the secrets of the atomic bomb with the Soviet Union. Some top-secret Manhattan Project papers that passed between Frankfurter and the military supervisor of the Manhattan Project, General Leslie Groves, were later found in the private papers of Manhattan Project consultant Robert Oppenheimer, whose security clearance was later revoked after he was charged with being a security risk.8
I also notice mention of a Sally Lilienthal in Post 29; don't know if that's any relation to David Lilienthal, also mentioned in the link from the above paragraph:
Acheson's promotion to Undersecretary of State had been part of a reorganization of the State Department which removed an anti-Communist faction led by Adolf Berle and Joseph Grew and installed a new hierarchy under Byrnes. This new hierarchy included Alger Hiss and others who were later accused of Soviet espionage, which later raised suspicions of Acheson.22 Acheson initially shared the Roosevelt administration's optimistic attitude towards US-Soviet cooperation. He was described as "friendly to the Soviet Union" in a 1945 endorsement for his appointment as Under Secretary of State written by pro-Communist journalist I.F. Stone,23 who was recently accused of having been an undercover KGB agent. 24 From late 1945 through early 1946, Acheson and another Brandeis-Frankfurter apparatus member, David Lilienthal,25 drafted a proposal for sharing nuclear technology with the Soviet Union, working with input from Stimson, Frankfurter’s associate John McCloy,26 and Soviet spy Robert Oppenheimer.27 During this period, in May 1946, FBI Director J. Edgar Hoover warned President Truman that Acheson, Acheson’s assistant Herbert Marks, and McCloy were members of a Soviet atomic spy ring.28
