Thanks for the clarification jveritas. I just wanted to make sure and to explore all possibilities for the usage of the word.

Am I correct in understanding that they had to have banned nerve agents to test the equipment?

Probably, but most nerve agents are not that difficult to make in small amounts.

I also don't understand why the detectors would be banned. Many nations, particular the Germans and Poles, have CBW detection gear, but do not have any CBW weapons of their own.

We have them as well, and no longer have the weapons themselves.

Unless these aren't detectors in the sense that I'm thinking of, as much as sensors required to monitor and control the production of nerve gas and/or other CBW agents.
