Bangkok Post

Moscow (dpa) - Russia on Saturday affirmed its opposition to the draft resolution on Iran's nuclear programme currently under discussion at the United Nations Security Council in New York.

The document in its current form, proposed by Britain, France and the United States, needed "significant corrections," news agency Interfax quoted Deputy Foreign Minister Sergei Kislyak as saying in Moscow.

Talks on the issue at UN headquarters in New York would continue, Kislyak said. Analysts however said agreement on the issue was not expected before a meeting of Security Council foreign ministers on Monday.

The draft resolution to force Iran to suspend its nuclear activities would have no teeth without enforcement measures under Chapter 7 of the UN Charter.

Russia and China, both veto-holding permanent Council members, strongly oppose the inclusion of Chapter 7 in the draft resolution, fearing that it would lead to using military force on Iran.

Kislyak reiterated Russia's proposal to jointly enrich Iranian uranium on Russia soil, saying that with this step Iran could restore international trust in its nuclear aims. Western nations, chief among them the US, accuse Teheran of seeking to develop nuclear weapons, a charge denied by the Islamic republic. Iranian President Mahmoud Ahmadinejad has however insisted on his country's right to pursue a nuclear research and energy programme.

It just seems silly that the world, and Russia in particular, doesn't find the argurment that Iran, and country literally swimming in petroleum, would need nuclear power to generate electricity.

It is patently absurd.

That this isn't pounded home every single day by the media and the government, to make Ahmadinejad's claims look foolish, is strange at best.

And given Russia's proximity to Iran, its own Muslim problems, and the fact that they are just as big an "infidel" as we are, you have to wonder about their motives.

Actually it's swimming in oil, not petroleum. Iran has little or no oil refining capability and has to import it's petrol from what I understand. But your point on it's energy reserves is true.

The arguement I've heard (freedom44, input here if it is true) is that Iran does have quite a bit of oil, yet no way to refine it. They are actually importing refined petroleum.

That argument says nothing though about the flaunting the Mullahs are doing over their chances of having weapons grade plutonium.

The Russians are pro-anything as long as it is anti-American these days it seems. That includes the same countries or ethnic groups they are having problems with as well. I'm just waiting for them to be pro-bird flu pandemic if it ever becomes a problem here.

More about Russia:

Former soviet spy in Tehran: Iran is my second Motherland, we have devoted agents there

82-years old Gevork Vartanyan, the legendary Soviet spy who was working in Iran for many years, said in an interview of the Russian Vremya Novostey daily that Iran is his second Motherland. The interview is dated to the 60-th anniversary of the Soviet armies' withdrawal from Northern Iran. In the 40-s Vartanyan headed there a group of illegal agents. He managed to create an effective secret-service network, to beat his opponents- experts of the British intelligence and to prevent Stalin, Roosevelt and Churchill's murder. For his almost semi-centenial work abroad (except for Iran he also worked in Western Europe) Vartanyan have been awarded with a rank of the Hero of Soviet Union - an exceptional medal for a spy. By Vartanyan's words his joining the ranks of the Soviet intelligence was caused by his father's working for it. Vartanyan became a Soviet spy at the age of 16 - in 1940, being a citizen of Iran. One of his first tasks was to create of a cell of recruits for revealing the German agents in Iran. For one and a half year up to the invasion of the Soviet armies to Iran in August 1941 he managed to reveal more than 400 German agents - Iranians. Among them there were generals, colonels, officials of the Shah's courtyard, ministers, deputies of the parliament. At that time German residentura in Iran was headed by the most experienced spy - Franz Mayer. Before that he worked in Moscow, spoke fluent Russian, and Farsi.

Vartanyan noted, that prior to the beginning of the WW II Germans created in Iran a jumping-off place for an attack on the USSR. Germany had a powerful spy-ring in the country. At that time there were 20 thousand Germans stationed in Iran: they served as an advisers in the army, in the state structures, at the factories, they built roads of strategic purpose. One of these roads went from the south from the Persian Gulf all the way north to the Caspian Sea, crossing the whole country. After finishing the occupation of the USSR German armies were supposed to go through the territory of Iran to the Persian Gulf and to move towards India. As the Soviet armies came in 1941 all German agents were arrested. A part of them was transferred to the British, a part was re-recruited, and started to work for the USSR. Vartanyan managed to infiltrate into the British intelligence school created in Iran. As he said the British, being allies of the USSR prepared in this school agents to work against the Soviet Union. "They taught there all the skills of espionage, how to recruit, to create hiding places, etc. In six months they prepared several groups of two people. Then the agents were sent to India and learned how to jump with parachute. Later the British dropped them on our territory in Caucasian and Central Asian republics! The British till now have remained such a villains", Vartanyan marks.

"I always emphasize, that I am grateful to the British intelligence. I have learned all my skills from them. That is why I never failed. In many respects I am obliged to their school", he added. Due to Vartanyan's activity in this school the British agents transferred disinformation to their superiors. One of the brightest episodes of the "Iranian biography" of Vartanyan was the Tehran conference, which took place from November, 28 till December, 1, 1943. He was among those who prevented an attempt at the Alliance leaders - Stalin, Roosevelt and Churchill.

He also asserts that the USSR has lost all connections with Iran as the highest levels of the regime ignored his father's reports that before the Soviet armies leave the country it is necessary to make political connections stronger by bribing Members of Parliament. The British and Americans did it, and the USSR has lost every grip in Iran. However the secret-service network continued to work in the country. "Everyone who cooperated with us, did it for ideological reasons, and such agents rarely become traitors. They always refused to receive money. Now already the third generation, great-grandsons of those young guys who worked with me are working for us. They remained devoted to the Soviet Union and Russia", Vartanyan marks. As he said, today Britain do not hurry up to support "aggressive plans of the USA concerning Iran" as " today's mullahs who are running the country, are the British protégé. They have brought them up and always supported to the Americans' spite". Concluding the interview Vartanyan noted that Iran is his second Motherland.
