Two-year-old Tyler Lybbert and 36-year-old Jose Tinoco have never really met, but have one thing in common: They both have the same social security number. One was issued at birth, the other purchased on the black market.

the credit bureaus will freeze the credit file of a minor if they are notified that it exists. however, you cannot proactively freeze the id of a minor at a bureau. no file, no freeze. this raises big concerns for parents when their minor children's id has been stolen or lost in a data breach.
