No. 3 CIA Official Steps Down From Post

Kyle Dustin "Dusty" Foggo is the subject of an FBI investigation related to poker parties and possible use of prostitutes to curry favor with defense and CIA contracting officials. Investigators are probing whether San Diego-based defense contractor Brent Wilkes provided prostitutes to lawmakers or Foggo in order to win federal contracts.

The CIA sent out an e-mail to agency staff Monday afternoon announcing that Foggo was stepping down, but it did not say whether he was leaving the agency, U.S. officials said. Suggestions have been made that he will retire soon.

Foggo approved a contract to a company owned by Wilkes to provide water, first-aid kits and other supplies to CIA agents in Afghanistan and Iraq. That contract is now the subject of the separate CIA inspector general investigation. Wilkes' attorney, Michael Lipman, has said Wilkes was not involved in any prostitution for contracts scheme. Those charges were raised by a second defense contractor who has pleaded guilty in the case.

Hmmmmmmmm....wonder if this CIA Inspector General is MARY McCARTHY???? Did SHE open up an inestigation to SMEAR Goss's friend?? HMMMMMMM....I would LOVE to know just who called for this investigation!!

No one knows the whole extent of the money involved. Foggo did give Wilkes a $3 million contract for bottled water fdor agents in Afghanistan.

Then there's the limousine contracts:

Meanwhile, lawmakers raised questions Monday about Department of Homeland Security contracts to Shirlington Limousine. Democrats on the House Homeland Security Committee sent a letter Monday to the department's inspector general questioning whether Shirlington Limousine was qualified to get the two contracts it was awarded by the department, one for $3.8 million in April 2004 and another for as much as $21 million over five years in October 2005.

(These are the limos that purportedly transported the prostitutes to the poker games.)

Republicans aren't supposed to be doing these things.

Anyway, I'm glad that the President and Negroponte are on the case, and the bad guys WILL be rooted out.

Interesting theory.

I'm pretty disheartened by the the condition of our intel- but it's taken a long time to get it to this stage so quick fixes are unlikely.

From what I can glean- it seems perhaps Goss lacked strong leadership skills- though admittedly he was taking on a nest. If Hayden uses military discipline to run the CIA there's hope the nest can really be cleaned out.

Regardless- Iran is breathing down our neck- and without clarity in Washington on both sides of the aisle it could get really ugly. Iraq as a staging ground is a clear advantage tactically. Strategically though- the variables are so numerous between the Sunni's, the Shiite's and Kurds- Palestine, oil etc it's hard to see.

No, no, no. Wilkes (who is a lifelong friend and college buddy of Foggo) was awarded the $3 mil. for water. Wilkes and Foggo played football together at San Diego State U. They named their sons after each other. Wilkes came to D.C. to do business when invited by his good friend Foggo in 1980.

This has been going on for a long long time, under various administrations. The good ole boy network.

And the taxpayers are robbed blind.

Report in NY Sun that Negropote will take covert ops away from the CIA:

The pending appointment of General Michael Hayden as director of the Central Intelligence Agency will pave the way for the agency's emasculation and for the Pentagon to assume full authority over paramilitary operations.

A senior intelligence community official yesterday said the director of national intelligence, John Negroponte, has indicated "he is willing to give up covert operations to the Pentagon."

The source also pointed out that the Pentagon has requested increased budget authority to prepare for the acquisition of the CIA's targeted military operations. The intelligence overhaul of 2004 envisioned that they would remain under the purview of the CIA.

The authority to commission and plan these secret military operations has been a point of contention since 2004 when Congress and the White House began reorganizing the intelligence community.

The proposed change would give the Pentagon unfettered authority to plan and conduct these operations without consulting an intelligence bureaucracy its civilian leaders have deemed hostile to the president's war policy.

In theory- it seems to be a sound idea- I'm all for a thorough cleaning. In practice though- how would that look?

I don't have any experience or knowledge about systems- either tearing down or building up, but in order to KEEP intel coming in- analysis going on, and everyone having an office with the lights on and the computers plugged in -all the while - seems a foreboding task.

It's like Iraq building a new army and police force- what happens in the meantime? They have us. What would we DO while starting from scratch?

It's a scary thought, really. An institution that has become corrupt from within, with bureaucrats clogging it up- and yet how could we start over?

After reading further, I've learned something new. Covert Ops and Clandestine Ops are two different functions of the Agency. Covert Ops have always been tied up with the military.

Clandestine Services is in charge of the agents in foreign places. They will be very annoyed if Hayden tries to mess with them.

It's mind-boggling.

Maybe the contract was legitimate, but the way in which it was given was not.

There's so much more to this story.

Like, what is the real identity of the Goss aide whose nickname is Nine Fingers, and what is his connection to the sex and poker parties?


But I'm done reading for tonight.
