Dare Bush vetos?
I wouldn't sweat it, the muscles in his veto hand have long since atrophied.
Seriously though, the fence is not incompatable with a reasonable guest-worker program. Speaking from a purely dirty politics point of view, he can take the high road on this along the lines of "The people have spoken and I won't go against them" and still be able to get a solid guest worker program and immigration enforcement that does not involve mines, machine guns or box cars packed with illegals.
"the muscles in his veto hand have long since atrophied."
Fox could guide his hand.

I have no problem with a guest worker program as long as it doesn't include any illegals. And as long as Mexicans and non English speaking people are not over represented. And only a small minority are "unskilled" workers.
