I heard this on Sean Hannity's Fox Radio broadcast a short while ago and just now on "Lou Dobbs Tonight" on CNN:
Arlen Specter, according to Congressman John Kyl of Arizona, slipped a provision into the Immigration Bill the Senate passed today requiring the U.S. to consult with Mexico BEFORE building a wall in any area along the border.
Thank you President Bush and Senator Rick Santorum (R-PA) for campaigning so hard for Specter in the '04 GOP primary in PA, saving his butt and giving him 6 more years in Washington to continue on his course to destroy this great Republic. We are so indebted to you.

I just e-mailed my congresscritter to tell him to oppose it.
Seems like a bad move for the liberals...I can't imagine this bill going anywhere with the House with that little amendment added...

He appeared happy when he introduced the bill. I could not believe my ears and eyes -- and it passed and is now part of the passed bill.

More interesting, it gives us an insight into the overclass' minds. They share more identity with the Mexican overclass than Americans.

UPDATE @ 17:23 - Found it. Senator Dodd's S.Amdt.4089 contains the following language:
(b) CONSULTATION REQUIREMENT.--Consultations between United States and Mexican authorities at the federal, state, and local levels concerning the construction of additional fencing and related border security structures along the United States-Mexico border shall be undertaken prior to commencing any new construction, in order to solicit the views of affected communities, lessen tensions and foster greater understanding and stronger cooperation on this and other important issues of mutual concern.

I saw that too. This is Specter's last term so he doesn't care. I can't say what I'd like to see happen to him because it would get me banned, but suffice to say that he is one of the biggest POS Senators in DC!

Folks, this is not so bad. It depends on how the administration interprets the word "consults". I would have expected any administration to consult with Mexico before building significant sections of wall. It is part of being a good neighbor, whether they are or not.
Remember that "consult" does NOT mean "ask for permission". For instance, a good parent always "consults" with their children before they are spanked.

I have always detested Specter, and wish he would get voted out believe me. Mr. Magic Bullet is the one republican I still couldn't stand once I changed parties. He might as well just become a rat and be done with it. Actually, I think he is one along with McCain. (moles)

If it's incorrect then John Kyl, Sean and Lou need to check the facts. What I reported was "fact"; that was what they said.
John Kyl is not congressman. He is Arizona's only good conservative senator.

The "consult" provision gives Bush a photo op meeting with Fox where Fox, with Bush's support, appeals to liberal guilt, MSM follows the line, some sheeple follow.
Bush and Fox and their elites will not be satisfied until there are no wage disparties on either side of the border.

Why do you get so upset over any language about a wall? The senate has solved our illegal invasion problem by making all our illegals legal, inviting their relatives to come in and making sure many millions more can come in legally.
In short, the senate will now let everyone in thru the front door, so we don't need a wall anyway.

Did I consult my neighbor first?
For the last fence that I built, I did. I was expecting that the neighbors might be willing to split the cost. They would not and they did not want the much older Cedar fence replaced with block. I built it anyway and gave them a vote on the color and treatment of the block on their side. Soon after it went up, the husband came over with a some cash, which represented good faith on their part.

When Lou Dobbs reported this last minute provision, (that we must consult Mexico before erecting any fence on OUR side of the border!) he was said he was "breathless" at this willful surrender of American sovereignty.
He also said that he was astonished that the Senate could be so utterly oblivious and contemptuous of the views of the American public which overwhelmingly demands border security FIRST.
Our only hope is that House won't compromise too much. If any havn't done it, it's time to call and write your representative.

It most certainly does. Consult=permission, that's what it means for the Nature Conservancy, the ACLU and every other liberal organization. Speaking of the NC, wait until you figure out their plans for MN, WI, MI, NY, and OH.
The funny thing is, when the GOP takes the sucker bet and is voted out of power this Nov, Speaker Pelousy and Senate President Reid is going to impeach and throw this whole miserable bunch into prison anyway. Jorge Dos, for all his efforts to suck up, will be the first impeached president actually removed. Start the tiny violins.
