I wonder why the British government didn't snap up an ex-airline Airbus A340-200 and convert that into an executive plane. The shorter range plane would probably be an Airbus A319CJ, though.

There are a number of options available.For short haul,Raytheon,Dassault,Bombardier & Embraer all offer customised solutions.Dassault & Embraer have been in the news for such planes recently.For longer-range,The A-340,Boeing BBJ & possibly B-777 are likely,though the BBJ is more likely .
The article states that 707 was the first jet liner. Is that true? I thought the Comet was the first.

Yes, the article is mistaken. The Comet went into and out of service before the 707 ever flew. Comets suffered metal fatigue failurs at the passenger windows that spread quickly through the whole fuselage in what amounted to an explosion in midair.
Quite a piece of history there. De Havilland designed these entirely by hand -- no computers.
