Japan already is one of the more environmentally sound countries, and the BBC had an article about how it would be difficult for Japan to meet the Kyoto Protocol goals because Japan had relatively low emissions in 1990.

Fresh Wind, you can take that one step further. Take all of those plants, convert them to paper good them bury them in a secure underground storage facility.
People now know this as a landfill, but if we could come up with an environmentally friend sounding name I bet the tipping fee could be doubled!
