They were too old to attend high school and too young to have children attending the school. There was no reason for them to 'visit' the school.
Good. Let them out.
Then, keep them under constant surveillance. This may lead somewhere.

Did the judge ever hear of Beslan? I hope the parents in this school district raise a righteous furor over this wrist-slap.
There may have been no LEGITIMATE reason for them to visit the school but if one is going to lay seige, it is best to scout the territory first.
Parents should pull their kids from school in protest of the policy that permits adults to ride along with their kids.
Parents would go bonkers if these guys were suspected child-molesters. The fact that they're simply terrorists I guess makes them just fine.

If they take to suicide bombing the bus (as is done in Israel and elsewhere), they won't have to worry about giving "any" reason for boarding the bus.

Cure this disease before it kills us all.
They can either blow themselves up on the busses or walk into the school with the real students and do a Beslen. I hope my tinfoil is too tight, but they do like to attack innocents and children, and it would get the public's attention.
They wouldn't capture a school by riding school buses. But they could coordinate hostage scenarios in a town or across the country on buses.
Or do a Madrid or London series of coordinated bombings.
Any of a number of ways they could play it.
There were a number of dry runs before the 9-11 hijacking.
Anytime we laugh at ourselves for blowing up a lunch sack outside an office building, we'll never know for certain if they were just testing reaction time or maybe crying wolf to wear us out.
