This is from the link you posted in post #55, the middle of the page:
While the text of the agreement with Mexico has not yet been made publicly available, it is likely to be virtually identical to the 20 other agreements.
This would mean that we would have to be giving the same "advantage" [working fewer quarters] to Germans, Koreans, Swiss, etc., wouldn't it? Well, are they receiving that advantage? I doubt it because it doesn't make sense (although I could be wrong because this is the government we're talking about).
