Not in any community I have lived in. They still go off at noon the first Thursday of every month and occasionally practice runs at other times. The neighborhood sirens work faithfully if we have a tornado nearby. I have never heard them go off if there is an accident at one of the chemical plants or refineries near us. I guess that is a good thing, so far.
