Nope an impression is not a click (response). Google does not charge for impressions. You have to click on an ad to generate a charge. That is where the fraud takes place. It works like this. If you have XXXX amount of unique visitors to your website (the key word is unique) you charge a client a set price for that. A "Bot" that sits there and clicks multiple time on an ad would not have any effect on the price charged the client.

They use infected computers as Bots to so the clicking for them in a lot of cases.
