What, Clinton acted unilaterally??? /sarc
I thought that this was an endeavor that the UN supported. I was fairly young when this happened, or at least I wasn't political at the time.

The UN wanted no part of it and Clinton knew he couldn't get a resolution, so... bypassed 'em and used NATO in a purpose that was in violation of NATO's own charter.

I thought that this was an endeavor that the UN supported.I think Clinton actually got NATO support on this one, rather than appealing to the UN. That's if I remember correctly.
The UN might have gone in later.
