This is another consequence of the rabid expansion of the "Interstate Commerce" clause. To my mind, this is the greatest current threat to liberty. The ATF knows that if they regulate based on the second amendment it is a non-starter. Their regulations are based on the Interstate Commerce clause.
Per the US Constitution, the legislature can regulate Interstate commerce, but because, per the supreme court, any transaction can become interstate at any time, the federal government has granted itself the ability to regulate ALL commerce, at any time, or even potential commerce. What you do in your garage, as a hobby, or even think in your head can be regulated because at any time you may decide to turn a thought into commerce.
Students of Constitutional history know that although imports can be regulated and taxed (tariff) the federal government was not given the authority to tax/regulate exports.
There are thousands of bureaucrats whose function is to regulate free speech (to include books on mathematics which may be used in cryptography) and other exports. They simply classify the book as a weapon, and it becomes subject to regulation.
I worked for a truck company. We were in negotiations to sell a truck with a crane on it to a foreign nation (an ally). We asked what was the biggest load they wanted to lift with the crane.
The faxed reply, "A pallet of 155 artillery ammunition" turned our truck into a "weapon" and we had to stop work for 6 months while the government responded to our paperwork.
Needless to say, we lost the contract. We couldn't even tell our customer why we were not responding to him for 6 months.
I know for sure the JBTs require them in MA and IL - Not sure about the peoples' democracies of Kalifornia, NJ, RI, and NY. Anyone know about the second smallest state? Ct is a right to carry state, but I think you have to have one of these cards there too.

In Texas, we do not have any such regulation. Ammo is not registered or logged, ID not required. Same with reloading components.
