For a 5'4" woman to have a BMI of 29, she would weigh approximately 170 lbs. Which is a huge difference! BMI = [Body Mass in Kg / (Height in meters cubed)]
A 5'4" woman who weighs 170 lbs is 1.63 m and 77 Kg. That makes a BMI of 17.8

The denominator should be height in meters squared, not cubed, according to the CDC.
