I read the article. It is very interesting and I have no doubt that there have and always will be people, from both sides of the aisle, who would plot and lie to obtain power. History is proof of that. The U.S. Constitution is not an inpenetrable protection, it is merely a barrier that warns us of danger and it can be broken if the American people aren't watchful.
Having said all that, how does this explain Osama Bin Laden sending a tape taking full credit for 9/11. How does this explain palistinian's celebrating in the streets and passing out candy. The threat of terrorism is real enough as I suppose Cuba was also but the Islamic terrorists are claiming this as their own work while I think Cuba would have done the opposite if something like Operation Northwoods had ever taken place.

Ike appointed the JCS dude, McNamara was the Sec-Def at the time. Thinking outside the box, no matter how absurd, was probably not uncommon at that time when we were exposed to atom bombs that could be launched against the whole Eastern USA with no warning.
