It just struck me how stupid this is:
If the R's vote against it, the D's will shout that they're not serious about catching OBL.
If they vote for it, the Dem's will shout that it proves that not enough was being done to this point.
The R's had better learn some bareknuckle politics right quick-like.

This is so the progress can be leaked to Bin Laden so he can move to a safer harbor. If I were the US Defense Department, I wouldn't say everything I knew until he was caught... assuming, of course, that we're really looking for him to begin with.

Smells to me like a plain ole Rat end run at the Pubs for congress. Rumsfeld needs to make a vicious public speech about the corrupt motives of the unpatriotic libs who would come up with such a ludicrous idea, and point out that any sold out Generals who criticized his view probably had lucrative consulting deals with defense contractors who's expensive CRAP Rummy won't buy.

So how do they know that $200 million will do it? What if it's too little? What if they can do it for $20 million? This is nonsense, a cheap political ploy. One would think from this that the U.S. intelligence community wasn't looking for bin Ladin at all due to lack of funds. Republicans and Democrats both will jump on this boondogle just so they can go home and wave it around for the voters.

Although this is a Dim ploy to look tough on terror, I have no problem with it.
If we catch him, it's worth the $200 million.
OTOH, it may be that the Dims on the intel committees have inside info that we're close to catching him and so they're doing this now so they can take credit when he's caught.
